If God had forgiven Pharaoh then surely Gods purposes would not have been fulfilled as His ultimate will and sovereign will just be done ! therefore He would not have glorified Himself through leading the people through the wilderness and out of bondage, in the same way it can be said that "Judas" had no other purpose than to betray Jesus !

Who say they were forgiven. They did not enter the promised land, the ten spies died, the people lost the protection of God and were beaten in battle.
All that happened was God expressed his displeasure with a disobedient people and the courage and integrity of moses is seen. The episode could even have been a test of moses commitment to God and the people.

Quote
Who say they were forgiven.

Moses asked :

Numbers 14:19In accordance with your great love, forgive the sin of these people, just as you have pardoned them from the time they left Egypt until now.?

20The Lord replied, ?I have forgiven them, as you asked.

God heard and answered and  changed His mind
