Of course we need to understand what "not hearing" means, because God is obviously not deaf, but there certainly are prayers that God will not hear.
This simply means that God refuses to listen, and there are many situations where this is the case in scripture.

My favourite has always been when the Israelites go to the prophet Samuel, and demand a king like the nations around them. God tells Samuel that they have rejecting him, God, from reigning over them. He warns the people what problems and pains the demand for a king will bring upon their heads.
1Sam8v18
And ye shall cry out in that day because of your king which ye shall have chosen you; and the LORD will not hear you in that day.

Israel reaped the reward of affliction for demanding a king. That ongoing generational affliction was not punishment from God, it was the consequential effects of tyranny that ensues from them abdicating the personal responsibility that God had given everyone. Having demanded a king, they now had to live with its results. God did warn them!

There are many situations where God responds like this when we deliberately disobey him. ie. if someone sleeps around, they are likely to get pregnant. No amount of praying will cause God to undo or terminate that result.
He will not hear you!
Disturb us Lord, when we are too pleased with ourselves. When our dreams have come true because we dreamed too little. When we arrived safely because we sailed too close to the shore. Disturb us Lord, to dare more boldly. To venture on wider seas. Where storms will show your mastery; Where, losing sight of land, we shall find the stars. We ask you to push back the horizons of our hopes; And to push into the future, in strength, courage, hope and love.                     (SIR FRANCIS DRAKE 1577)

There are several reference where God says he will not listen to the prayers of those who will not listen to him.

But what is worse is when God answers the prayers of those who aren't listening to him. i.e. Israelites in the desert complained about mana calling for meat, they got meat and punishment.

Yet in the New Testament, it talks about how you now have approach to the throne of God through Jesus, so if this is the case then why would God NOW not in the Old Testament, not hear your prayers?

If God doesn't hear my prayers, then my relationship with God is flawed.

My children can tell me or ask me anything they want, they need to know they can do that.  Doesn't mean I will always give them the answer they want to hear, or even if they are 'listening' properly to what I reply.

I think its more are we willing for the answer we will get, even if its against what we want, than it is that God does not hear our prayer.

God hears our prayers but does not always answer them in the way we want Him to.

Our relationship with God is often flawed, in that we are disobedient, willfull sinners yet God hears our prayers for forgiveness.
But lets use an example, a man agood Christian prays about a job he's seen, more responcibility, more status, more money, longer hours, less time with the family, less time avalable for service at his church, less time at church.
He prays, urnestly, his wife prays, they both beseech God for this job and God gives it to him, is that an answer to prayer or God punishing a disobedient Christian who has ignored the teaching of the bibe on a mans priorities.
If we pray about something and it happens is that always God answering our prayer or God punishing us because we've asked so insistently for what we should have?
