Does God Know What I Will Freely Do?

Genesis 18:20-33,

20 Then the Lord said, ?The outcry against Sodom and Gomorrah is so great and their sin
grievous 21 that I will go down and see if what they have done is as bad as the outcry that has
 reached me. If not, I will know.?


Why did God go down to see what they had done ? when He is Omniscient  ?

Why did God go down to see what they had done ? when He is Omniscient  ?
If God was not omniscient, then how did he know of their sin in the first place?

I don`t know, maybe his eyesight is bad, maybe he should have gone to Specsavers, Lol.

On a more serious note. Who was doing the outcrying, since nearly all of Sodom and Gommorah was perverse and sinful?
What is interesting also is the God says the same thing when they were building the tower of Babel.
And the LORD came down to see the city and the tower, which the children of man had built. Genesis 11:5.
I won`t pretend that I know what this "Coming down to see" thing is about, since God is omniscient. Maybe it it`s reported to him by his messengers the angels, and then he goes down to see. And yet if he is omniscient, why would he need the angels to report for him?
It says in genesis, that after God had finished creating the world, that he rested. What does this rested mean? Does that mean he went into a kind of sleep mode? Jesus says "Why, even the hairs of your head are all numbered. Fear not; you are of more value than many sparrows". Lk 12:7. So I doubt it that God sleeps. But what does this "Rested" mean? And is it tied into the "Coming down to see" statement. Does God see "All" through his angels perhaps? or does he see directly? I say this because  the verse mentions "The outcry" And so like I said, who is doing the outcrying? Maybe understanding that is the key to knowing what the "Coming down to see" is all about.

I,ll have to give it some contemplation before replying as my brain is going to sleep

But it does remind me of the beginning at Eden where God walks to Adam and Eve and  (goes to see what they had been doing ] by asking "what have you done ?"  in Genesis 3:13

We know that God is Spirit so we have this figurative expression of "God walking" and "Go see"

Is this in a certain way an aspect of Gods humanity ?

In a way what I am suggesting is that God made us in His image and in order to explain to us in a "human way" He uses terms such as "lets go and see" or "walk"

Although God is Spirit so we are made and formed in His likeness

For although God is everywhere at the same time , He can also be in One Place , being with a strong right arm and the earth His footstool

The bible being full of terms signifying the "Body" of God

Christ of course being the "Body of Christ" the Head of the Church
