"Train a child in the way he should go,
and when he is old he will not turn from it."

This is a proverb. In other words, it's a generalisation, not a universal law.
It's an encouragement to believing parents to instil self-discipline and reverence for God in their children. It doesn't mean that children never change their faith from what they were brought up in (otherwise no pagan, Muslim or Buddhist would ever become a Christian!).
"Since we have these promises, dear friends, let us purify ourselves from everything that contaminates body and spirit, perfecting holiness out of reverence for God." (II Corinthians 7:1)
